Configuration#

Fix critical bug where hardlinks were expanded during filesystem migration to Ceph. This caused filesystem overflow errors during migration.
Increase map_hash_bucket_size setting in default nginx conf along with other parameter tunings (#12991).
Improve Ceph CRUSH map to keep replicas in the same rack (#12590).
