• [NixOS 19.03]: Jitsi will be restarted, interrupts running conferences for a short time

NixOS 19.03 platform

• Jitsi: update all components to the newest stable release (#128836).

• Docker role: add docker-compose (#128931).

• Agent: Spread build start time for updates on production VMs over a longer time period. This should decrease load on our systems and improve availability during release rollouts (#127919).
