Configuration

• Allow service users to restart varnishd and haproxy in addition to nginx (RT 79985).

• Fix problem with lagging system time on several VMs (#9950).

• Fix ssh restart bug which led to closed SSH ports for up to one hour in some cases (#9673).

• Fix race condition during VM bootstrap which led to invalid grub configuration (#9124).
